Lina Merlin, una donna a difesa delle donne.
Era il 20 febbraio 1958 quando con la Legge n.75, detta la legge
Merlin, “Abolizione della regolamentazione della
prostituzione e lotta contro lo sfruttamento della prostituzione altrui”, si
chiudevano le case chiuse. Questo l’articolo 1: “E' vietato
l'esercizio di case di
prostituzione nel territorio dello Stato e
nei territori sottoposti
all'amministrazione di autorità
italiane”. Una legge che ebbe un lungo iter
parlamentare, durato addirittura dieci anni, durante il quale emersero
arretratezze culturali, ipocrisie e falsi moralismi e che venne discussa in
aula quasi sempre in seduta segreta, perché si riteneva più opportuno e
dignitoso evitare una discussione alla presenza della stampa e del
pubblico.

“Con l’8 settembre 1943 entrò nella Resistenza, prendendovi parte attiva e organizzando con Ada Gobetti, Laura Conti e altre antifasciste i “Gruppi di difesa della Donna” e, dopo la Liberazione, entrò a far parte della direzione del suo partito che le affidò, durante il governo regionale lombardo del Cln Alta Italia, la riorganizzazione delle scuole, nominandola vicecommissaria all’istruzione. Nel 1946 fu una delle ventuno costituenti: a lei si deve l’interpolazione della locuzione “di sesso” nell’articolo 3, tra i criteri di distinzione che non possono determinare discriminazioni di trattamento, parametro fondamentale per impedire disposizioni legislative dal carattere discriminatorio nei confronti delle donne. Nel 1948 fu eletta al Senato, insieme con tre altre donne, mentre nel 1953, alla sua seconda legislatura, sempre al Senato, fu invece l’unica donna (“Si diceva che il Senato avesse una donna sola, ma una di troppo”, affermava); nel 1958, infine verrà eletta alla Camera, e qui farà parte della Commissione antimafia. Nel frattempo, però si consumò la sua rottura con il Psi, dove la sua intransigenza di militante appassionata e la sua inflessibilità con sé stessa e con gli altri le avevano procurato ostilità e inimicizie, e da cui uscì nel 1961, entrando a far parte del gruppo misto, dichiarando nel suo discorso di commiato di non poterne più di “fascisti rilegittimati, analfabeti politici e servitorelli dello stalinismo”. Ottimo articolo, Andrea. Ho molto apprezzato la biografia della Senatrice Merlin, di cui conoscevo solo la vicenda legata alla legge che porta il suo nome. Ne emerge un tratto identitario molto forte ed esemplare. Un bel modo di fare giornalismo.
