I Bilanci non sono solo numeri, ma anche parole e azioni.

“Un bilancio in trasformazione per una città in trasformazione” consigliere Roberto Bellofiore.

Con la seduta consiliare del 28 e 29 giugno e l’approvazione del Bilancio di previsione 2023, il Comune di Rho ha aperto le porte al futuro. “Un bilancio in trasformazione per una città in trasformazione. Siamo stati abituati negli ultimi anni ad analizzare bilanci in cui lo sforzo, da un lato, di una costante e importante riduzione dell’indebitamento e, dall’altro, di risposta alle esigenze delle fasce più deboli della nostra collettività, ha comportato una limitata capacità di investimenti del nostro Comune. Ora si apre una nuova stagione, per una città che cambia e cambia rapidamente, proiettata verso un futuro delineato con convinzione e chiarezza politica nel nostro programma amministrativo” ha iniziato con queste parole la sua discussione in aula il capogruppo del PD in Consiglio comunale Roberto Bellofiore.

Un discorso nel quale il consigliere Bellofiore non ha voluto solo parlare di futuro, ma anche del percorso che ha portato avanti l’amministrazione fino a oggi, grazie al “grande lavoro di riduzione dell’indebitamento. Le amministrazioni di centro-sinistra, a servizi invariati, hanno ottenuto una riduzione totale dell’indebitamento del nostro Comune dal picco di 73MLN nel 2013 fino ai 41 MLN nel 2022. Solamente grazie a questo lavoro è oggi possibile co-finanziare con nuovi investimenti le opere oggetto di finanziamento del PNRR”.

”Come amministrazione locale abbiamo il compito e anche il dovere di investire i soldi della comunità in opere e servizi e per il benessere e lo sviluppo dei cittadini e del territorio. E allora sì, siamo disposti ad aumentare il livello di indebitamento del nostro Comune, perché siamo consapevoli di poterlo fare grazie al lavoro di riduzione operato negli scorsi mandati amministrativi e perché siamo convinti che questi investimenti porteranno grandi benefici per la nostra città. Investimenti che permettono in maniera esponenziale di far atterrare sul territorio ulteriori fondi e finanziamenti. È una scelta politica questa, non di tecnicalità di bilancio, e la rivendichiamo con orgoglio”.

Un passaggio molto importante è stato l’aver ricordato il grande lavoro svolto dall’amministrazione Romano per il Piano Strategico Rho 2030 “curato in prima persona dall’allora assessore Tavecchia, che ha permesso di immaginare lo sviluppo della città, le sue opere, i suoi investimenti e di sapere oggi con concretezza politica e in tempi brevi come e dove mettere a terra tutte le risorse del PNRR”.

“In questo bilancio in trasformazione c’è tanto del programma amministrativo di questa coalizione. A partire dall’impegno, costante e mai scontato, di porre sempre al centro della spesa collettiva l’impianto dei servizi alla persona, dei servizi sociali e scolastici, tenendo insieme le scelte e le azioni chiaramente individuate nel nostro programma di sostenibilità ambientale e sociale insieme” ha proseguito il consigliere Bellofiore. “Guardando agli investimenti, stanziamo con questo bilancio di previsione quasi 4MLN in più rispetto al 2022 sullo sviluppo sostenibile e la tutela del territorio e dell’ambiente; 3MLN in più per investimenti nei diritti sociali, politiche sociali e famiglia; 1,6 MLN in più nella tutela e valorizzazione dei beni e delle attività culturali”.

Discorso che andando a concludersi ha voluto sottolineare l’importanza della “macchina” amministrativa e un punto a cui forse si è poco attenti e sensibili: l’evasione fiscale. “Permettetemi in chiusura un breve commento politico alla strategia di emendamenti portata avanti dall’opposizione. Crediamo si sia mancata un’occasione per raggiungere obiettivi che potevano essere oggetto di interesse comune e di condivisione politica. L’approccio di protocollare più di 400 emendamenti, se pur legittima (nessuno ha mai contestato la legittimità di questa scelta), è evidente che non abbia favorito un sano dialogo tra forze di maggioranza e forze di opposizione, come è stato invece in anni precedenti, dove la minoranza non faceva alcuno sconto alla maggioranza, ma aveva al tempo stesso la capacità e l’intelligenza di costruire una relazione politica, che è l’unico vero modo per raggiungere obiettivi concreti per il bene della nostra città. Le strumentalizzazioni, gli ostruzionismi, i giochini politici (quelli con la “p” minuscola) sono metodi che non appartengono alla storia di quest’aula, lasciamoli ad altri contesti”.

Investments that exponentially allow additional funds and financing to land on the territory. This is a political choice, not a budgetary one, and we proudly claim it”.

A very important passage was the recall of the great work carried out by the Roman administration for the Rho 2030 Strategic Plan "supervised personally by the then councilor Tavecchia, which made it possible to imagine the development of the city, its works, its investments and to know today with political concreteness and in a short time how and where to ground all the resources of the PNRR".

“There is so much of this coalition's administrative program in this transforming budget. Starting from the constant and never taken for granted commitment to always place the system of personal services, social and educational services at the center of collective spending, keeping together the choices and actions clearly identified in our environmental and social sustainability program together” continued councilor Bellofiore. “Looking at investments, with this forecast budget we are allocating almost 4 million more than in 2022 to sustainable development and the protection of the territory and the environment; 3M more for investments in social rights, social policies and the family; 1.6 million more in the protection and enhancement of cultural assets and activities”.

 

A speech which, in concluding, wanted to underline the importance of the administrative "machine" and a point to which perhaps we are not very attentive and sensitive: tax evasion. “Allow me in closing to make a brief political comment on the amendment strategy carried out by the opposition. We believe an opportunity has been missed to achieve objectives that could have been the subject of common interest and political sharing. The approach of registering more than 400 amendments, albeit legitimate (no one has ever disputed the legitimacy of this choice), clearly has not favored a healthy dialogue between majority forces and opposition forces, as it was in previous years , where the minority didn't give any discount to the majority, but at the same time had the ability and intelligence to build a political relationship, which is the only real way to achieve concrete goals for the good of our city. The manipulations, the obstructions, the political games (those with the lowercase "p") are methods that do not belong to the history of this courtroom, let's leave them to other contexts".
